Law and Public Policy Scholarship
The DAAD Helmut-Schmidt-Programme offers scholarships for outstanding graduates from developing countries to pursue a Master’s degree in disciplines crucial to the social, political, and economic development of their home countries. This opportunity is available at select German higher education institutions.

- Universität Magdeburg: Peace and Conflict Studies

- Universität Passau: Development Studies, Governance, and Public Policy
These courses are internationally oriented and taught in German and/or English.
Eligibility and Target Group
The scholarship targets candidates from Africa, Latin America, Asia, the Pacific, Europe, Central Asia, the South Caucasus, and the Middle East. Applicants should have:
- A well-qualified first university degree in social or political sciences, law, economics, public policy, or administration.
- Practical experience relevant to the program.
- A commitment to contributing to their home country’s development.
Scholarship Benefits
- Exemption from tuition fees.
- A monthly stipend of €934.
- Health insurance, travel allowance, study and research subsidy, rent subsidies, and family allowances.
- A mandatory six-month German language course before the study program.
Application Process
Applications must be submitted to the respective universities between June 1 and July 31, 2024. Candidates must specify that they are applying for the DAAD Helmut-Schmidt-Programme. It is crucial to visit the official DAAD website for detailed application instructions and forms.
